The NAMA Facility has commissioned a series of Learning Studies to extract overarching findings from the Evaluation and Learning Exercises (ELEs). The first of these studies was conducted in 2022, based on the findings of nine ELEs that took place in 2020 and 2021.

The First Learning Study aims to capture the different pathways that NAMA Support Projects (NSPs) have employed to achieve transformational change, as well as to discuss to what extent they have been successful.

When launched in 2012, the NAMA Facility was instrumental in establishing the concept of transformational change, which has gained further momentum with the operationalisation of the Green Climate Fund and is equally applied in the Paris Agreement. Understanding how well the NAMA Facility contributes to transformational change is, therefore, fundamental. Identifying critical success factors could be beneficial to designing or replicating more conducive, effective and efficient approaches with substantial impact.

The study reveals that while all the evaluated NSPs have supported demonstrational effect and systemic change, some of the changes required have not yet been completed, which affects NSPs’ ability to ensure additional, large-scale, and sustained GHG emission reductions.

Looking forward, three additional Learning Studies will be conducted until 2026. They are expected to expand the First Learning Study, incorporating the data of the ELEs still to be conducted in 2022-2025, to confirm the initial findings.

The recommendations of the First Learning Study are addressed within the management response.
